intended 和 intending
楼主的理解部分是对的.这里的intended是被动语态，修饰 resolution，相当于resolution is intended to...这样一来主语就不必非是人,因为是人意图做某事，反过来就是某事被人意图做。明白？并不是习惯问题。至于为何不是用intending修饰representatives,楼主想想，如果一个句子足够长有很多名词，那么后面的定语究竟是修饰谁的？这样一来句子就彻底没有可读性了。所以一般都是就近修饰，有时侯会用逗号插入一些话。
